Provide consulting support related to energy procurement activities. This will primarily encompass procurement of electricity and natural gas for which the State will need financial and market analysis. Although focused on electricity and natural gas from utilities the State will also need expert consulting for other fuels, renewable energy, energy storage, and other emerging technologies. The core services expected to be provided by the successful bidder include: 2.1.1. Energy Bid Support – Assist with the preparation and issuance of competitive bid documents and obtain pricing and agreements that are acceptable to the State and align with the State’s climate and energy objectives, for procurement of all energy sources. Energy sources expected to be procured include: 2.1.1.1. Natural gas 2.1.1.2. Electricity 2.1.2. Energy Forecasting – Provide energy market monitoring and risk analysis to advise and assist the State with energy procurement decisions. This shall include assistance with budget projections, fuel pricing and availability, and weather data analysis. This must include shortand long-term forecasting with notifications of market fluctuations that can or may impact the State. Emphasis must be placed on working with the State Energy Management Office for early warnings of market shifts.
