CIHA will accept written proposals from qualified individuals and firms to provide general legal, employment, and real estate development legal services. Offerors may submit proposals for any or all of the areas requested. The scope includes the following non-exhaustive list of duties: a. General Legal: • Provide general legal advice. • Provide general business and administration advice. • Provide advice on policies and procedures of the Board of Commissioners. • Provide advice and interpretation of the law of the state of Alaska and applicable federal law as it applies to CIHA operations. • Provide advice and legal opinions regarding Native American law as it applies to CIHA operations. • Provide advice and legal opinions regarding HUD (including NAHASDA) and other federal housing laws and regulations as they apply to CIHA operations. • Prepare, review, and revise contracts. • Represent CIHA in legal disputes and litigation filed on behalf of CIHA. b. Employment/Labor Relations: • Provide general advice and legal opinions regarding personnel matters. • Provide legal review of personnel disciplinary actions. • Provide legal review of employee complaints and grievances. • Draft and/or review employee policies.
