BALLISTIC SYSTEM MINIMUM REQUIREMENTS: The requirements in this specification describe minimum acceptable standards for tactical body armor, hard armor plates, and vest carriers for the Omaha Police Department. The intent is to purchase state of-the-art equipment with optimum protection and a high degree of wearability. The requirements stated herein shall be strictly adhered to. No Exceptions or Substitutions will be accepted. Quantity: Approximately 200 per year. GENERAL QUALITY REQUIRMENTS: All materials are to be clean, brand new and free of any defects. All workmanship is to be of first quality. No defect that may affect the performance, wearability, or durability of the equipment will be tolerated. The Agency shall have the sole right to determine if this and all other requirements have been met. BALLISTIC VEST SYSTEM DESIGN REQUIREMENTS (Standard Issue): The tactical body armor described herein is intended for primary use as an undergarment worn covertly under a uniform or other type of shirt. The Omaha Police Department will only accept proposals for the following ballistic vest system which shall consist of two primary components: (1) BALLISTIC PANELS: consist of the ballistic panels enclosed by a protective, WATERPROOF BALLISTIC PANEL COVER. (2) BALLISTIC VEST CARRIER or “outer shell”: The Omaha Police Department has tested and evaluated multiple tactical vests and requests bids for the Armor Express Vortex Level II Bravo Concealable Panels, NIJ Models AEXPG2-A-II (Male) AEXPG2-A-II-FEM (Female), one Armor Express Revolution™ Concealable Carrier with Scentlok with a double back plate pocket and either the semi rigid Armor Express Foam Encapsulated AraShock™ ICW Trauma Plate or the Armor Express Soft Trauma Pack (STP) trauma pack.
