Selected vendor(s) shall develop a draft mitigation plan and submit it to TDOT for review, comment, and approval. Draft and final mitigation plans should address all items required in the 2008 Mitigation Rule and TDECs 2019 Stream Mitigation Guidelines, including but not limited to: site protection instrument, baseline information, determination of credits, mitigation work plan, maintenance plan, performance standards, monitoring requirements, long term management plan, adaptive management plan, financial assurances, long term stewardship, site protection instrument, and stream quantification tool workbooks and data. Selected vendor(s) will apply for 401 & 404 permits by March 30, 2025 , unless otherwise directed by TDOT. Final mitigation plan and permit application shall be submitted to the Corps of Engineers and TDEC. Draft mitigation plan is required by January 15, 2025.
