Specifications include, but are not limited to: The Maryland Department of Transportation (MDOT) State Highway Administration (SHA’s) Office of Transportation Mobility & Operations (OTMO) in accordance with CHART is soliciting qualified contractors to provide Heavy Duty Towing and Relocating Services for the removal of private and commercial vehicles out of the travel lanes during the 2024-2025 winter weather emergency operations to support the removal of snow and ice from the roadway. OTMO/CHART will require heavy duty towing services during winter weather emergencies where all travel lanes (including shoulders) must be free of obstructions for pretreatment of and the removal of snow and ice from Maryland’s roadways. During such events, SHA’s primary goal is to ensure safety, enable SHA’s forces to perform maintenance activities, and keep traffic moving in order to avoid extensive congestion by detecting and aggressively relocating private and commercial vehicles out of the travel lanes.
