Specifications include, but are not limited to: A. Provide MEI services for the State Maintenance Office and District Maintenance Office, which may include: 1. Program management. 2. Contract preparation. 3. Estimation of quantities. 4. Preparation of bid documents and packages. 5. Preparation of mile logs. 6. Project inventories. 7. Contract administration. 8. Project design. 9. Inspection. 10. Materials sampling and testing. 11. Quantities verification. 12. Invoice verification. 13. Quality control on data flow processes. 14. Data collection. 15. Data entry and analysis. 16. Capital maintenance project design (if applicable). 17. Utilize the Department’s computer application systems including, but not limited to the Georgia Asset Management System (GAMS) and coordinate with contractors statewide. B. Provide roadway inspection services, as needed. C. Provide cost estimating services for various project components. D. Provide various task oversight and management as needed in support of maintenance contracts, on a project by project basis. E. Support the Department’s mission to assist managing resources so as to be responsive and efficient including scaling up or down, as necessary. F. Provide Highway/Roadway, Pavement and Structural Design services, as needed. G. Assist with other services as necessary or requested by the Department. H. Utilize resources to become familiar with Official Code of Georgia (O.C.G.A.) Title 32 and Title 50 requirements and State of Georgia Procurement Rules and Regulations specific to construction and maintenance activities. I. Utilize engineering knowledge related to construction and maintenance activities and assist in the development of Invitation to Bid (ITB) in cooperation with the Department’s Procurement Office that will be used in various solicitation processes. With each ITB, the Consultant shall research and identify: 1. Required services. 2. Applicable specifications. 3. Applicable construction details and standards. 4. Applicable Qualified Products and determine the associated items on GDOT’s Qualified Products List (QPL). 5. Typical traffic control requirements and recommendations. 6. Typical work hour requirements and recommendations. 7. Appropriate bid line items.
