A. The energy management control system, EMCS, shall be replaced or upgraded with a new direct digital control (DDC) EMCS. B. The scope of the project includes seven buildings on the main campus, Statesboro, Ga and two buildings at the Evans County technical education complex. C. A general description of system types for each building is listed below. The controls contractor shall fieldverify all system operations. 1. Joseph E. Kennedy Building: The building is served by two air cooled chillers, in lead / lag configuration, where each chiller is paired with a dedicated constant speed end-suction pump and one variable speed secondary pump distributes chilled water to the air handler units (AHU). The building is also served by a single boiler that distributes hot water to each AHU’s preheat coils and variable air volume (VAV) terminal units heating coils with two end suction pumps. The building is served by nine AHU’s. The AHU’s contain a preheat hot water coil and chilled water coil. AHU-1 thru AHU-4 are multi-zone VAV with VAV terminal units serving each zone. The VAV terminal units are a combination of single duct non-fan powered and fan powered units. It is assumed the VAV terminal units are equipped with hot water coils. AHU-5 thru AHU-9 are single zone CAV AHU units serving large single zones that range in space usage. The main mechanical room at wing '300' houses the pumps, boiler, controls and AHU-3 thru AHU-5 in the loft. The controls pneumatic compressor shall be demolished if they do not serve other systems. The controls shall be replaced with a new DDC EMCS. 2. Joseph E. Kennedy Annex / Childcare Building: The existing drawing set of this building is within the health sciences south building drawing set. The building is served by a single VAV air handling unit with VAV terminal units serving each zone. The AHU has a preheat hot water coil and chilled water coil. The VAV terminal units are a combination of single duct non-fan powered and fan powered terminal units with hot water coils. The chilled and hot water piping is provided by the central energy plant in the health sciences south building. The main mechanical room houses the AHU, controls and controls air compressor. The controls air compressor shall be demolished if they do not serve other systems. The controls shall be replaced with a new DDC EMCS. 3. Health Sciences South Building: The building is served by two air cooled chillers, in lead / lag configuration, where each chiller is paired with a dedicated constant speed end- suction pump and one constant speed secondary pump distributes chilled water to the air handler units. The building is also served by a single boiler that distributes hot water to the AHU’s preheat coil and vav terminal unit hot water coils with two end suction pumps. The building is served by one multi-zone vav AHU with a hot water preheat coil and chilled water coil with VAV terminal units serving each zone. The VAV terminal units are a combination of single duct non-fan powered and fan powered units with hot water coils. The central energy plant serves the Joseph E. Kennedy Annex building as well. The main mechanical room houses the pumps, boiler, AHU, controls. The controls pneumatic compressor shall be demolished if they do not serve other systems. The controls shall be replaced with a new DDC EMCS. 4. Occupational Studies Building: The building is served by a water source heat pump system (WSHP). The water condensing loop is cooled by one open circuit cooling tower and heated by one electric boiler. The cooling tower loop and condensing water loops are each served by two constant speed end-suction pumps in a lead / lag configuration. A plate heat exchanger is used to keep the loops separated and reject heat from the condensing loop to the cooling tower loop. Each zone is served by a WSHP and outside air is provided by two water source energy recovery units (ERU). The contractor shall provide and coordinate controls for the ERU's with the owner as they are not currently operational. The building also contains a culinary kitchen with a kitchen hood, makeup air unit (MAU) and kitchen exhaust fan (KEF). The main mechanical room houses the pumps, boiler, heat exchanger, chemical treatment and controls. The controls shall be replaced with a new DDC EMCS. 5. Health Sciences North Building, Deductive Alternate: The building is served by one air cooled chiller where two constant speed end-suction pumps distribute chilled water in a lead / lag configuration. The building is served by two multi-zone VAV AHU's with an electric preheat coil and chilled water coil and vav terminal units serving each zone. The VAV terminal units are a combination of single duct non-fan powered and fan powered units with electric heat coils. The main mechanical room houses the pumps, AHU, controls and controls air compressor. The controls pneumatic compressor shall be demolished if they do not serve other systems. The controls shall be replaced with a new DDC EMCS. 6. Jack and Murial Strickland Building (Hagan Campus), Deductive Alternate: The building is served by a single split system DX VAV AHU with VAV terminal units serving each zone. The AHU contains a DX coil and electric heat coil. The VAV terminal units are single duct non-fan powered with electric heat coils. The main mechanical room houses the AHU and controls. The controls shall be demolished and replaced with new DDC EMCS. 7. Assessment Center Building, Deductive Alternate: The existing drawing set of this building are within the Health Sciences South Building drawing set. This is a smaller building that is served by two residential split system heat pumps and associated air handlers. The building systems shall be added to the DDC EMCS. 8. Evans Technical Education Maintenance Building (Hagan Campus), Deductive Alternate: The Hagan maintenance building contains maintenance bays and a small office area with restrooms. The office area is served by a residential split system heat pump and associated air handler. The maintenance bays are heated with unit heaters and ventilated with a wall exhaust fan. The building systems shall be added and monitored by the DDC EMCS. 9. Jack Hill Building, Deductive Alternate: The building was renamed but designed as the Natural Resources Building. The building is served by multiple air-cooled rooftop VAV units with VAV terminal units serving each zone. The VAV terminal units are a combination of single duct non-fan powered and fan powered terminal units with electric heat coils. The kitchen and two labs are each served by rooftop air conditioners with gas or electric heat. The kitchen contains a kitchen hood, makeup air unit (MAU) and kitchen exhaust fan (KEF). The Building is controlled by Carrier i-VU. 10. Industrial Technology Building is a new building that is not in the scope of this contract. Building is controlled by Trane Controls.
