Please note: This is a Sole Source Notification. The DOER intends to issue a grant, funded by the MVRF, to CLEAResult, for an amount not to exceed $8,000,000, so that MVRF funding can be integrated into the Mass Save moderate income turnkey program that CLEAResult is currently developing and plans to implement in Q1 2025. MVRF funds will be utilized only for qualifying residents/projects and associated costs in the three communities. Of the $8,000,000, it is expected that at least $6,400,000 ($80%) will be granted to qualifying projects that help residents reduce their energy costs and carbon footprint (i.e, CLEAResult will provide these funds to approved contractors working on approved projects), and no more than $1,600,000 (20%) will be utilized for costs associated with implementing the turnkey delivery model as described in the Background/CLEAResult section above. Contracting with CLEAResult will 1) allow the Mass Save moderate income program to begin providing incentives in 2024 as opposed to in 2025 as currently planned and 2) provide funding for efficiency, electrification and barrier mitigation measures above and beyond what Mass Save will provide, thus enabling more customers improve the efficiency of their homes and install heating systems that don’t use fossil fuels. The DOER’s intent to grant MVRF funds to CLEAResult is based on CLEAResult providing a proprietary product, i.e., CLEAResult is the developer and implementer of the Mass Save moderate income turnkey program and MVRF funds pursuant to Section 2.28.3 are being integrated into that program.
