Specifications include, but are not limited to: provide and manage for the Honolulu Police Department (“HPD”), a turnkey false alarm billing system to include tracking of alarm permits and collecting false alarm service fees. The CONTRACTOR shall provide these services to the CITY with no upfront costs or financial risk on the part of the CITY. HPD currently has about 26,310 active alarm permits issued throughout Oahu. Collections for the year 2023 have totaled approximately $390,000.00 and continue to rise each month due to increasing false alarm calls. HPD understands the importance of responding to alarm activations, and the need to track and reduce false alarms as Police Officers become unavailable to assist with other cases when an alarm activation occurs resulting in response delays for other emergencies.
