The Clackamas County Behavioral Health Division manages behavioral health services for Clackamas County residents of all ages who are not eligible for the Oregon Health Plan (“OHP”) or who otherwise do not have a benefit that covers outpatient mental health and substance use disorder services. We support a system of care that promotes a whole person approach and sustains a person's recovery from a behavioral health condition by identifying and building upon the strengths and competencies within the person to assist them in achieving a meaningful life (as the individual defines it) within their community. Individuals are served in the most person-centered, trauma-informed, normative, least restrictive, least intrusive, and most cost-effective level of care appropriate to their recovery plan (as defined by the individual), diagnosis and current symptoms, degree of impairment, level of functioning, treatment history, and extent of family and community supports. All services provided to clients must meet medical appropriateness and medical necessity criteria. A DSM-5 diagnosis must be the focus of treatment, and services must be a covered condition-treatment pair on the Oregon Health Plan Prioritized List of Health Services.
