SCOPE OF PROJECT: A. 2024 Assessment Grant - The City intends to utilize funding from the 2024 Assessment Grant to continue to assess and prepare cleanup reuse plans for potential brownfields properties. The Brownfields Assessment Program will begin with a citywide inventory of sites potentially eligible for assessment assistance, including possible outreach to property owners. The QEP Contractor will assist City staff and the Brownfields Advisory Committee, the citizen committee overseeing implementation of the Brownfields Program, in establishing criteria and prioritizing proposed sites. Sites selected will be eligible for Environmental Site Assessments (Phase I ESA), Environmental Investigations (Phase II ESA), and the development of a Draft Analysis of Brownfields Cleanup Alternatives (ABCA)/Remedial Action and Reuse Plan, although each site may not receive or require all of these services. The QEP Contractor will perform all the technical aspects and many of the community outreach aspects of the environmental review process. The preparation, and EPA acceptance, of a Site Specific Quality Assurance Project Plan (SSQAPP) is required for all Phase II Investigations. The QEP Contractor will be responsible for managing all aspects of the assessment and ABCA/cleanup plans as described in the work plan and grant application documents provided. This includes conducting the site assessment activities and the preparation of any and all documents required by the funding sources. The QEP Contractor must demonstrate experience in all aspects of and be expected to perform community outreach activities. The QEP Contractor should indicate if they have an EPA and MEDEP approved generic Quality Assurance Project Plan (QAPP).
