North Delta Highway Right-of-Way and Ayres Pond Outlet Improvements. The project extends on North Delta Highway from Green Acres Road to Ayres Road. The improvements include pavement rehabilitation, lighting infill and upgrades, sidewalk infill, intersection improvements, and street trees. The project also includes widening of the existing sidewalk to a shared use path from Stapp Drive South to Ayres Road, upgrading the overhead lighting to LEDs, and installation of two rectangular rapid flashing beacon crossings. These improvements received an Oregon Community Paths Program grant of about $1M provided by State funds. The stormwater improvements for the corridor include replacing two 78-inch galvanized steel corrugated pipes (outlet for the Ayres Pond) that are 325 feet south of the Ayres intersection. The City also seeks to rehabilitate the vegetated stormwater swale and drainage pattern on the east side of North Delta Highway from Stapp Drive South to Stapp Drive North. Stormwater runoff flows over the sidewalk into the swale behind it, making the sidewalk inaccessible during rain events. The City proposes to design and construct a new drainage system of inlets and pipes to direct the water under the sidewalk and into the swale to improve maintenance efficiency, sediment removal, stormwater treatment, and pedestrian accessibility. In addition, the project scope may include minor stormwater and/or wastewater rehabilitation efforts as identified by City staff and improvements for the City’s natural area park at Osprey Hollow. Generally, the scope of work consists of the following tasks to be performed by the selected consultant. • Pre-design site assessment and supplemental topographic survey (if needed) • Preliminary engineering, 30% PS&E (plans, specifications, and estimate) • Preliminary permitting strategy • Design engineering for 60% plans, specifications, estimate and technical reports • Permitting, geotechnical analysis, floodplain analysis, hydrologic and hydraulic modeling, and wetland analysis • Design Engineering for 90% Plans, Specifications, and Estimates • Final design, plans, and design report and preparation of bid documents • Support City advertising of construction contract • Construction engineering and inspection (if needed)
