The City of Lake Stevens (City) is requesting that interested and qualified firms submit a Statement of Qualifications (SOQ) to provide Construction Management (CM) services for the City of Lake Stevens Project# 18013 – Main Street Improvements Project. The contract includes roadway and utility improvements consisting of asphalt planning and paving, sidewalk, curb ramp, lighting, fence, joint utility trench, signing, channelization, traffic control, landscaping and other work. CM services may include apart-time Project Manager and full-time Documentation Specialist(s), in addition to materials testing and special inspection services per WSDOT’s Local Agency Guidelines (LAG) Manual and FHWA requirements. The City will provide a full-time Capital Projects Inspector who will work in collaboration with the selected consultant. This project utilizes FHWA grant funding, therefore, compliance with Federal law and WSDOT requirements must be observed. The City operates under an extension of the WSDOT Local Programs Certification Acceptance. As a result, the selected consultant will coordinate with the City Project Manager and the WSDOT Local Programs Engineer. WSDOT has set a DBE Goal of 19%for Construction Management services.
