The scope of services that the consultant must be prepared and qualified to provide is as follows: • Phase I engineering design • Preparation of Project Development Report • Preparation of Preliminary Construction Cost Estimate • Obtain environmental clearances associated with the project • Detailed topographic survey as necessary for planning and design of the project and identification of land acquisition needs • Locate and/or establish property, right of way, and easement boundaries • Traffic counts, analysis, modeling, and Intersection Design Studies • Drainage calculations, investigation, and design • Preparation of necessary environmental and geotechnical reviews, investigations, and reports • Obtain Environmental, Biological, Cultural, and all other necessary permits or signoffs • Bi-weekly progress meetings/coordination as is necessary • Coordination of Public Meetings • Coordination and meetings with City, IDOT, utility companies, and adjacent property owners • Necessary submittal reviews and submittal to Illinois Department of Transportation (IDOT), Federal Highway Administration (FHWA), County, and State governing agencies; • Adherence to all applicable codes and regulations
