1. Introduction and Background In the 2024 legislative session, HB282 Utah Office of Regulatory Relief Amendments was passed. This legislation tasks the Office of Regulatory Relief (ORR) within the Governor’s Office of Economic Opportunity (GOEO) to review laws and regulations that may impose unnecessary burdens on industries. The primary goal is to assess the relevance of these regulations, identify barriers to business operations, and recommend regulatory improvements. 2. Roles and Responsibilities The contractor selected will be required to: ● Review regulatory frameworks: Focus on two designated industries. ● Conduct stakeholder consultations: Engage government agencies, industry representatives, and regulatory bodies. ● Analyze regulatory impact: Evaluate whether regulations create barriers or unnecessary costs for businesses or consumers. ● Identify specific regulations that are: ○ Overly burdensome, redundant, or outdated. ○ Have less burdensome alternatives. ○ Imposing disproportionate penalties. ○ Include a review of the regulation's history and reasoning. ● Deliver a final report summarizing findings. 3. Project Deliverables ● Final report: An electronic version to be submitted to GOEO, which will forward it to legislative committees. The report shall include: ○ a detailed overview of the study of the laws and regulations, including the reasons why the laws and regulations of a particular industry were selected for study. A ○ any recommended changes to a law or regulation identified during the research that is inhibiting the success of businesses, companies, or industries. ○ any law or regulation that would not present a high risk level to the public if the law or regulation were permanently removed or temporarily waived.
