The plan will be organized into three main sections, which are described below. The actions recommended in the mitigation and adaptation sections will be developed using the PERSISTS Framework. They will also be prioritized based on benefits (including an assessment of who benefits from them), co-benefits, and cost and will be assigned a timescale for action (such as short, medium, and long term). The entity responsible for leading each recommendation’s implementation and potential sources of funding to support the actions will also be identified. • Mitigation: This section will set goals and actions, which may include recommended policies, to reduce the town’s greenhouse gas emissions. Main components of this section will include: o An update of the town’s greenhouse gas inventory, which was previously completed in 2009 and 2018 o An update of an energy action plan developed in 2013 (Appendix C). This plan provided a number of recommended retrofits to reduce town facility energy consumption, but not all have been implemented, and some may need to be updated based on new technology. o The development of a solar and electrification strategy that will identify opportunities for solar systems, microgrids, electric vehicle (EVs) charging infrastructure, and town fleet conversion to EVs. This plan will also identify potential energy cost savings and revenue that could be generated through the leasing of town land for solar infrastructure, etc. that will be integrated into the match funding assessment referenced in Section 5, “Deliverables” below. • Adaptation: This section will set goals and actions, which may include recommended policies, to help the town prepare for the climate hazards listed in the DEEP grant proposal (Appendix B). A full vulnerability assessment will be completed to inform the goals and actions.
