The supplier will provide but not be limited to the following deliverables and services: 4.1.1 Supplier Staffing Plan: This plan must include all information necessary to understand how the PMO supplier will staff the project, including, but not limited to, the following: a) A staff organization chart showing all positions, the names of staff filling those positions, and the reporting structure for the supplier’s project team. b) Identify roles that are filled by subcontractors, including the subcontractor’s name(s). c) Describe the roles and responsibilities of each Key Personnel named in the organization chart, briefly describing how the skills and expertise of each member qualify them to perform their designated roles and responsibilities. d) Describe the roles and responsibilities of additional staffing (non-Key Personnel) mentioned in the organization charts. e) Provide a list of supplier subject matter experts (SME) who will be consulted who are not a part of the proposed project team (e.g., SMEs within supplier’s organization who will be consulted). f) Detail how the staffing levels shall achieve consistent, dependable service regardless of changes that may influence work volume. g) Identify the roles and responsibilities by resource type throughout all phases of the contract, including identifying key and non-key personnel as well as FTE allocation for all personnel. h) Resource Loading Chart: A staffing matrix that indicates the supplier’s proposed staffing levels for the project by labor category including start and end dates for each task / deliverable, percentage of allocation to the project, and the physical location of each member. i) Describe contingency plans for managing staffing levels including staff replacement and staff increases, if necessary, to meet project timelines. j) Describes the process for staff onboarding, orientation, and offboarding activities. k) The PMO supplier is responsible for combining the PMO, QA, DDI staffing plans, along with DHS’s staffing plan, into a Master Resource Management Plan for the project that describes the roles, responsibilities, and time commitments of all project staff.
