The Consultant shall perform all work required by the contract under the direction of a Professional Engineer registered in the State of Illinois. • The work shall be performed in strict accordance with the policies and procedures of the Village of Arlington Heights (Village) and the Illinois Department of Transportation (IDOT) • The selected Consultant will be required to assist in the coordination of the project on behalf of the Village, and all other project stakeholders. • The selected Consultant must attend, with Village staff, all appropriate meetings with other agencies involved to ensure appropriate project coordination. • Attend and document agency coordination meetings based on the number of meetings recommended by the Consultant. • Right-of-way acquisition negotiations, including necessary work related to temporary and/or permanent easements. • Complete any necessary Phase 1 items required for the Project Development Report such as environmental clearances, data collection, ESR report, crash analysis, traffic analysis, signal warrant analysis, intersection design studies, geometric study, drainage study, and easement requirements. The Consultant must include any necessary resubmittals or coordination necessary to extend the design approval timeframe or environmental clearances if required by any/all jurisdictional agencies. • Utility Coordination • Identify and pursue grant funding opportunities for Phase II and Phase III C/CE. • Provide grant management. • Provide survey information for Phase II and provide any supplemental survey deemed necessary by the Consultant. • Preparation of Phase II Preliminary and Final contract plans in accordance with the PDR to include Plans, Specifications and Estimates (PS&E), Pavement Design and Geometrics, Drainage Design, Maintenance of Traffic, Erosion Control, Landscape Enhancements, and Estimates of Construction Cost and Time. • Prepare a project summary for one Village Board meeting and one neighborhood informational meeting for each Phase of the project. Conduct a formal presentation of the findings and recommendations and design along with the construction costs and implementation schedule. Visuals may be needed for possible group discussion. • Prepare, submit and obtain approval for all required permits. • Provide Phase III construction engineering services. • Attend IDOT Preconstruction meeting. • Quality Control/Quality Assurance and Constructability Reviews
