• Planning and facilitating SATF meetings o Meeting Coordination: The vendor shall coordinate all task force meetings, in collaboration with the Bureau of Assessment and Accountability, including scheduling, sending invitations, and managing participant communications. o Meeting Facilitation: The vendor shall provide professional facilitation for each task force meetings, coordinating with the task force chair, ensuring structured discussions, adherence to agendas, and effective participation by all members. o Agenda and Materials Preparation: The vendor shall develop meeting agendas in collaboration with the task force chair and Bureau and distribute all necessary materials to participants at least 3 days before each meeting. o Meeting Minutes and Summaries: The vendor shall prepare and distribute detailed meeting minutes and summaries, highlighting key discussion points, decisions, action items, and assigned responsibilities within 5 business days after each meeting. o Stakeholder Engagement: The vendor shall support stakeholder engagement by collecting feedback, managing follow-up communications, and ensuring all relevant parties are informed of task force activities and progress. o Progress Reporting: The vendor shall provide regular progress reports to the task force chair and the Bureau, including updates on meeting outcomes, action items, and any identified challenges or recommendations. o Final Report: At the conclusion of the task force, the vendor shall compile a comprehensive final report summarizing all activities, discussions, outcomes, and recommendations generated during the engagement. • Providing recommendations and technical assistance on the creation of a new PBAS o Data Analysis and Review: The vendor shall conduct a comprehensive analysis of existing data and performance indicators, including those required under RSA 193-C and RSA 193-E. The analysis shall identify relevant data sources, current uses, and potential applications within the performance-based scoring system. o Scoring System and Framework: The vendor shall collaborate with the task force to develop a detailed framework for the performance-based scoring system. This framework shall be grounded in data and indicators already provided to the Department and performance measures that schools are required to report under existing state and federal laws. o Technical Guidance on Indicator Integration: The vendor shall provide technical guidance on integrating college and career readiness indicators, state assessment performance, and other relevant metrics into the scoring system. o Modeling and Simulations: The vendor shall create models and simulations to demonstrate how the proposed scoring system would function in practice. This includes assessing the impact of different indicators and data combinations, providing evidence-based recommendations for refining the scoring approach. o Development of Reporting Tools: The vendor shall assist in designing reporting tools and templates that will be used to present performance data clearly and effectively within the scoring system. o Stakeholder Feedback Integration: The vendor shall support the task force and the Bureau in gathering and analyzing feedback from relevant stakeholders, including educators, school administrators, and policymakers, as well as parents and students. The vendor will provide technical support in integrating this feedback into the development and refinement of the performance-based scoring system. o The vendor shall assist the Bureau and the task force chair in drafting recommendations for future legislation related to the performance-based accountability system. This includes providing technical expertise to ensure recommendations are feasible, aligned with existing data and indicators, and meet state and federal requirements. o Ongoing Technical Consultation: Throughout the contract term, the vendor shall provide ongoing technical consultation to the task force, addressing any emerging challenges, questions, or data needs related to the development and implementation of the performance-based scoring system.
