Working with Agency staff, the Offeror shall develop the Housing Production Strategy Climate Study and revise it as necessary, until the final report is accepted by the Agency. The Housing Production Strategy Climate Study will include a list of housing production actions that are expected to result in positive climate outcomes. To develop the Study, Offeror shall conduct a short review of land use policy effects on transportation and infill housing outcomes and use the results to analyze DLCD’s list of Housing Production Strategy (HPS) Tools, Actions, and Policies. The Study will identify actions that align HPS work with outcomes from the Climate-Friendly and Equitable Communities program. The Study will identify applicable actions and work with Agency to rank these actions by their overall level of effectiveness of increasing infill housing production and increasing transportation choice.
