Scope: • Conduct a market analysis on all 66 of the SBE’s positions using data from: Other comparable statewide election offices (with at least one statewide comparable being from a state in the Midwest region), large local elections authorities in Illinois (i.e. Cook County & City of Chicago) and other public sector/governmental entities of similar size for exempt staff. This review shall minimally include the following: • Reviewing and comparing duties as outlined in job descriptions. • Identifying employee benefits that impact compensation for a true comparison (bonuses, perks, fringe benefits.) • Interviewing departmental directors and/or executive staff, as needed. • Evaluate all current SBE position pay scales to identify which, if any, should be adjusted to align with the market value of the job as determined by the market analysis. This review shall minimally include the following: • Evaluating the cost-of-living impact on regional offices in Chicago and Springfield to determine the necessity and/or appropriateness of a pay differential on this basis. • Identifying pay compression issues and providing recommendations to correct them. • Evaluating fringe benefits to determine the impact on recommended salary scales. • Note: SBE pay scales were last updated (partially) on December 19, 2023.
