2.0 Scope of Work 2.1 The independent consultant shall provide right of way acquisitions and right of way research services for Coconino County. The independent contractor shall be well versed and capable of following and implementing State and Federal laws and processes in right of way acquisitions and eminent domain. 2.2 The independent consultant shall be capable of: a) Researching historic rights of way, surveys, land and deed records, developing reports and documents based on the research. b) Developing right of way reports for projects, identifying right of way and temporary construction easement needs for future projects. c) Developing market analysis for properties, d) Developing scopes of work for and obtaining appraisals, e) Obtaining property title reports and property owner contact information, f) Developing offer letters and negotiating offers with property owners, g) Developing and completing the necessary paperwork to move acquisitions into escrow. h) Working with the County’s design team to prepare the needed documents for partial releases and offer negotiations. i) Work with consultant title and escrow companies in closing acquisitions. j) Work with the County Attorney’s office on any acquisition that move into condemnation. k) Working within Federal Highways Administration’s requirements for property acquisitions and condemnations on federally funded project.
