TASK 1- Project Initiation & Management: 1. Consultant will identify a Project Manager (PM) to be responsible for the project’s overall cost, scope, and schedule. The PM will also be responsible for coordinating the work of the project team and communication with county and municipal representatives. 2. Schedule a project kickoff meeting with County and Municipal Stakeholder Team to make introductions, establish lines of communication, discuss project goals and challenges, and answer any questions. 3. Consultant will prepare a detailed project management plan (PMP) that includes a detailed schedule of key tasks, milestones, and deliverables. 4. Consultant will schedule recurring progress meetings (monthly unless more frequent meetings are required). These meetings may be in-person or virtual and will include an action item tracker and minutes recorded of each meeting. TASK 2 - State and Local Policy Review: Consultant will collect and review existing state and local government programs, policies, and activities, and provide a summary of current efforts to address transportation safety – including strategies and current best practices other jurisdictions are using to address safety, identifying programs that have evidence of measurable success, and assessments of the most effective and efficient methods used to achieve outcomes. Consultant will: 1. Review local and statewide plans, studies, and initiatives related to roadway safety and develop recommendations for improved collaboration to address safety analysis, project development, and implementation more effectively across the County. 2. Assess the quality and completeness of existing available data – including crash, transportation, land use, and demographic data. If analysis methods require more information, Consultant may recommend additional data collection. 3. Make recommendations, based on the literature, policy, and data review on best analysis strategies and data requirements.
