5. Procurement Overview and Goals Objective and Scope EOE and EEC are seeking custom software development services to build a Family Portal and a Case Management System. These systems must be interoperable with each other and with the existing CCFA-the-software. The system will be hosted and managed within the Commonwealth’s infrastructure (AWS). A one-time data migration of approximately 20,000 family and 30,000 child records on the current waitlist to the new system is expected. 1. Family Portal: This system will replace and expand upon KinderWait, providing a comprehensive digital experience for families applying for child care financial assistance. 2. Case Management System: This system will replace FACTS, offering enhanced functionalities for managing cases. The initial scope of work will be a time and materials project. Once principal development ends, maintenance and support will be provided through a well-defined annual program at a fixed price. In accordance with the Commonwealth Terms and Conditions for Technology Contracts, all intellectual property, including but not limited to the software, developed under the resulting agreement shall be owned exclusively by the Commonwealth of Massachusetts (EOE). Goals and Objectives The goal is to modernize the implementation of the CCFA policy and program, specifically: 1. Unify the User Experience 1.1. Provide families with a seamless digital experience throughout the child care financial assistance process. 1.2. Improve the user experience and associated business processes to enhance satisfaction with the application process. 1.3. Ensure the process is perceived as fast, easy, and transparent. 2. Streamline Case Management 2.1. Enable Mass211 and Family Access Administrators to manage cases through a unified system. 2.2. Support tracking of families awaiting funding, assist in the application process, and determine eligibility for both initial applications and renewals. 3. Enhance Operational Efficiency 3.1. Enhance EEC's efficiency in implementing CCFA policies and procedures. 3.2. Integrate with CCFA-the-software and other systems to support the Commonwealth’s IE&E goals. 3.3. Standardize child care financial assistance processes across the Commonwealth.
