OSPI is initiating this Request for Proposals (RFP) to solicit proposals from Consultants interested in participating in the Inclusionary Practices Technical Assistance Network (IPTN). The IPTN is a collective of technical assistance (TA) and support providers working together, in partnership with OSPI, to reduce exclusionary practices for all students across Washington state, including students with disabilities receiving special education services. Exclusionary practices mean all practices that result in reduced access to core instruction in general education settings, including placement in segregated settings, modified instruction that replaces or limits access to grade level content, disciplinary removals, and restraint and isolation. While many students with disabilities have benefited from Washington's increased investment in inclusionary practices, state data show that Black children with disabilities and students with intellectual and developmental disabilities (IDD) continue to be disproportionately excluded from general education settings, from Pre-K through grade 12. The IPTN is committed to disrupting these inequities by explicitly targeting systems and practices that limit choice and opportunity for these student groups. This systems-level transformation is dedicated to improving access to high-quality, standards-based education for these students. Systemic changes that benefit these populations will benefit all students and Washington’s education system as a whole.
