A preliminary scope of services is outlined in the following tasks; however, based on knowledge and experience with similar projects, consultants are encouraged to recommend additional or revised tasks with detailed descriptions of work and associated costs. A project kick-off meeting with the selected consultant team and Town of Wethersfield and Rocky Hill staff will be held to discuss the project scope and schedule, which is likely to occur in the Wethersfield Town Hall, but may also take place virtually. Task 1 – Project Management/Administration A corridor study requires a strong consultant team that typically includes a project manager, transportation engineer, transportation planner, community engagement specialists, land use planners and other specialists who can focus on unique aspects of the SDH corridor. To maximize the impact that Town officials and staff can have on the project, the consultant team is expected to provide robust project management services to develop and maintain the project’s work plan, critical path schedule, coordination of internal and external team members, Town leaders, staff and other stakeholders. This task shall encompass all aspects of management and administration of this project to provide required deliverables under budget and on schedule. Task 2 – Community Involvement Conduct a total of six (6) public meetings with the Wethersfield and Rocky Hill communities. Assume consultants shall: • Attend one in-person, public information meeting in each Town during the preliminary stages of the study to discuss the existing conditions assessment and to solicit public feedback regarding requests, suggestions and considerations for proposed improvements that are to be developed. • Attend one in-person, public information meeting in each Town during the final stages of the study prior to discuss draft recommendations for improvements, implementation schedule and costs. • Attend one Town Council meeting in each Town to present the findings of the study to the respective Town Councils. The purpose of this task is to engage the public in a discussion regarding the future of the corridor and how improvements to the roadway can better and more safely integrate user needs. Consultants must also account for regular meetings that will be held with Town staff, committees and other stakeholders either in-person or virtually throughout the duration of study, which shall be conducted at appropriate intervals. Consultants may also consider active use of digital platforms such as a project website, social media, and online surveys to collect and disseminate information. Task 3 – Data Collection The data collection phase of the project involves compiling available and collecting additional information as required to conduct the study. This includes but is not limited to, feasibility and/or route studies;, environmental documentation, Connecticut Department of Transportation (DOT) Plans (examples: snow and ice removal, transportation system management), maps including geographic information system (GIS) data, vehicle speed and crash data, as-built plans, traffic data (historical and projected volumes for trucks and cars), Bridge Inventory, Inspection, and Appraisal Program (BRINSAP) data, Light Detection and Ranging (LiDAR) data, and other documents which are applicable as background information for the corridor study. Data may also be obtained from land use plans from other entities such as government agencies (federal, state, regional, local), and private organizations. Conducting traffic counts may be needed to augment existing traffic data available from the State DOT. Other data may also include traffic signal inventory, public and private utilities, historical data, proposed development, DOT Exit 24 redesign proposals, and proposed line restriping. The Towns of Wethersfield and Rocky will provide all previous studies conducted in the area, and the most current GIS data with 1’ to 2’ contours and planimetric information,
