The Operator shall be responsible for the operations, management, and maintenance of all aspects of Henderson’s new sports complex. This shall include, but not limited to, budgeting, programming, marketing, personnel, concessions, etc. The City will work with the selected operator to establish an operating budget, as well as a capital budget for the sports complex. It will be the operator’s responsibility to: 1) meet local recreational needs, 2) maximize the potential revenue to offset the operating cost of the sports complex, and 3) maximize the economic impact within the community. The City will work closely with the Operator to establish a budget that closely aligns with these three goals and objectives. Once the budget is established, it is anticipated that the City would fund this budget and transfer the resources needed to the Operator, who would serve as a steward of these resources. The Operator would pay all expenses related to the Facility as found in the proposed budget including personnel expenses. This budget will include a monthly management fee for the Operator. By hiring a professional third party, the City hopes to minimize its expenses and maximize its revenues in order to decrease its annual subsidy while still meeting the three goals stated above. All items and equipment purchased with City money shall remain the City’s property.
