General Vendor Requirements • Ability to receive data transmitted through secure File Transfer Protocol (SFTP) site in both a PDF and Comma and various Delimited file formats • Provide the ability for Johnson County to view, print and email finalized PDF documents • Provide digital proofs for review and approval by Johnson County • Provide hard-copy proofs if requested by Johnson County • Vendor must supply a separate, detailed bill for each type of project, separating postage from other materials and services • Ability to print, fold and insert document and return #9 envelope into a #10 envelope • Ability to print, fold and tab self-mailer format for voter information mailings • Ability to print, fold and insert ballot, return envelope and informational insert into outgoing ballot envelope • Ability to produce informational insert with peel-off I Voted Sticker • Provide a dedicated customer service representative • Have backup equipment and systems in place to avoid delays • Maintain and provide assurance of confidentiality and security of all data • Have climate-controlled storage space for all forms and envelopes • Must provide all materials including paper, ink, envelopes, etc. • Seal, meter, sort and bundle all mail in USPS required zip code order to ensure the lowest qualifying 1st class (or non-profit as allowed) rate for postal discounts (MCLOR) • Must provide the ability to drop-ship materials to the Kansas City, MO postage sorting facility to ensure the quickest possible delivery schedule • Ability to collate and match same name/address to reduce postage costs • Vendor is required to deliver all mail to USPS in a condition that ensures USPS will not reject or return mail to vendor due to damage or presort issues • Process file for CASS Certification o Address Correction Requests (ACR) o Address Change Service (ACS) o National Change of Address (NCOA)
