perform both Investment Grade Audits and Adaptation Surveys. Investment Grade Audits will help City staff prioritize necessary energy and water efficiency upgrades that will save the City money and reduce our footprint on regional resources. The Adaptation Surveys will identify potential structural upgrades which will strengthen our assets and reduce our insurance costs. The Owners Representative (OR) will assist the City in this process, starting upon review of the draft ESCO RFP, followed by submittal reviews and Audit contract negotiations, a review of the IGA, and continuing through the ESPC project implementation and monitoring phases. The City will be the lead in reviewing the Adaptation Surveys, but the OR will also be expected to review in order to document beneficial synergies.
