1. Overview and Purpose A. The Economic Development Program has been selected to participate in International City/County Management Association's (ICMA) Economic Mobility and Opportunity Cohort. ICMA’s Economic Mobility and Opportunity (EMO) Cohort is an opportunity for ICMA members to implement EMO-centered strategies through policies, practices, processes, and programs. B. As the County undergoes a strategic plan update and service delivery assessment, participation in the ICMA cohort will strengthen the foundation for ongoing programming that prioritizes equitable access to opportunity and upward mobility, building from existing partnerships and initiatives that promote internal collaboration. The project would also support in addressing the programming of the Economic Development Program in the emerging post-pandemic era. It is also timely as it aligns with the County’s ongoing reorganization process—One Washington County. One Washington County is focused on cementing partnerships between county departments.
