The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to obtain competitive bids for the outright purchase and delivery of two (2) new, used, or low time Cessna 182T SKYLANE- aircrafts with specified equipment as provided herein. This Invitation to Bid (ITB) and all activities leading toward the anticipated issuance of a purchase order are conducted pursuant and subject to Chapter 287, Florida Statutes (F.S.), and Rule 60A-1, Florida Administrative Code (F.A.C.). The estimated budget for this purchase is $1,800,000.00. This solicitation will be administered through the Vendor Information Portal (VIP). Vendors interested in submitting a bid must comply with all terms and conditions described in this solicitation. The Department intends to make multiple awards or to make no award, as determined to be in the best interest of the state. 2.1 Specifications Vendor must provide two (2ea) new, used, or low time Cessna 182T SKYLANE-Normally Aspirated Engine aircraft with specified equipment (All components supplied by vendor/seller). Aircraft to be considered for this solicitation shall be model year 2020 or newer and include all items as mandated below: • WX-500 STORMSCOPE • 4-PLACE INTERCOM • AIR CONDITIONING • GARMIN 1000 AUTOPILOT • GARMIN 1000 AVIONICS OR NEWER (NO SUBSTITUTES ALLOWED) • GARMIN TAS • GARMIN TAWS-B • JEPPESEN CHARTVIEW • GARMIN GDL69 XM WEATHER AND RADIO DATA LINK • GARMIN GTX-345R ADS-B IN AND OUT • ARTEX 406 DUAL BAND ELT • AIRFRAME TOTAL TIME SHALL BE LESS THAN 400 HOURS • ENGINE TOTAL TIME SHALL BE LESS THAN 400 HOURS • ALL APPLICABLE FAA AIRWORTHINESS DIRECTIVES SHALL BE COMPLIED WITH • ALL APPLICABLE CESSNA MANUFACTURES SERVICE BULLETINS SHALL BE COMPLIED WITH • NO DAMAGE HISTORY • AIRCRAFT INTERIOR CONDITION MEETS THE PRE-PURCHASE INSPECTION CONDUCTED AT THE TIME OF DELIVERY • EXTERIOR PAINT CONDITION MEETS THE PRE-PURCHASE INSPECTION CONDUCTED AT THE TIME OF DELIVERY • ALL AIRCRAFT EQUIPMENT SHALL BE FUNCTIONING AND IN OPTIMUM CONDITION • AIRCRAFT REQUIRED FAA STANDARD AIRWORTHINESS CERTIFICATE • ANNUAL INSPECTION AND IFR CERTIFICATION SHALL HAVE BEEN SATISFACTORILY COMPLETED WITHIN PRIOR 90 DAYS OF DELIVERY OF AIRCRAFT • AIRCRAFT SHALL INCLUDE COMPLETE LOGBOOKS, RECORDS, AND CURRENT WEIGHT AND BALANCE
