1. The consultant will be provided job descriptions for the organization. Based on those job descriptions, the consultant will determine appropriate private and public sector benchmark comparisons. 2. The consultant shall perform a market analysis of similarly sized cities (by population, economic climate and region). 3. The consultant shall utilize market analysis results and comparable job descriptions to prepare a recommended compensation plan and salary schedule. 4. Based on the market analysis, create a uniform job description tenrplate. 5. Based on that market analysis, review and update job descriptions to uniformly reflect the distinguishing characteristics, essential job functions, minimum qualifications (education/experience and knowledge/skills/abilities), working conditions (mental abilities, physical demands, work environment, and travel requirements), and certification/licenses/registrations requirements for classification as needed
