The goal of the project is to produce the engineering documents for the design of the new 30-inch transmission main. The following tasks generally describe the scope of the project: A) Preliminary layout and analysis to determine the best alignment, pipe material, corrosion protection, and cost estimates for the water transmission main and water distribution main. The results will form the basis of the final engineering design. B) Preparation of all necessary reports and applications to satisfy regulatory and permitting requirements. C) Preparation of final engineering design documents for the new water transmission main and the distribution main. This task includes all necessary engineering reports and supplemental documents to support the design process and cost estimates. Documents must be fully complete, suitable for bidding purposes and meet all permitting/regulatory agencies requirements. D) Facilitate procurement of all permits for the project. However, the Utility will pay all permit fees directly. E) Produce the Washington Department of Health (DOH)-required Project Report, and any other documents needed for DOH approval. F) Assist the Utility’s project manager as needed during the bidding process. Such assistance may include the following, as needed: 1. Responding to bidding questions and preparing bid addenda. 2. Reviewing bid results, assisting with the analysis of bids received, and recommending the bid award. 3. Assisting with vetting contractor and subcontractors’ qualifications. 4. Assisting with other bid processing tasks.
