Successful proposers will be required to complete all objectives listed below. Successful proposers may use subgrantees. Objective A: Perform technology assessments that measure an eligible individual’s functional capacity and most appropriately match the eligible individual to assistive technology equipment or software that will best meet their needs and promote further digital inclusion. 1. Proposers must screen individuals for eligibility before performing technology assessments. “Eligible individuals” must: a. Have a primary residence within a county that has 15% or higher population of individuals with disabilities OR live on a tribal reservation. b. Live in a low or moderate income household i. Income at or below 300 percent of the Federal Poverty Guidelines for the size of the household based on the most recently published poverty guidelines OR income at or below 65 percent of the area median income for the county and size of household based on the most recently published data. Objective B: Order and oversee the delivery and installation of the assistive technology equipment or software to the eligible person’s residential and/or day service location. Proposers may supply assistive technology for up to two locations per eligible individual. Objective C: Conduct training that increases awareness, skills, and competencies in using the identified assistive technology so that the user may be proficient in its use. 1. In addition to one-on-one training for users, proposers shall create training guides and other training resources for each type of assistive technology (device or software) distributed. Commerce will share the training guides as a free resource on the broadband equity webpage. Objective D: Provide digital literacy skills training that connects eligible individuals to online employment, education, and social opportunities. 1. Proposers shall create digital literacy skills training designed to help individuals with disabilities overcome barriers to employment, education, and other community resources.
