A. It is the overall intent of this proposal to provide up to a 6 Gbps (6000Mbps) symmetrical full duplex Internet circuit to one location, MSBSD Nutrition Services/Warehouse Building, 690 E. Cope Industrial Way, Palmer, Alaska 99645. B. The MSBSD reserves the right to negotiate a contract at lower than 6 Gbps (6000Mbps) depending on funding. The successful proposer will provide pricing in 500 Mbps increments between 3000 Mbps and 6000 Mbps as indicated on Attachment C: Cost Proposal. C. The MSBSD requires internet service with unlimited usage as well as assurance that the provider will not de-prioritize MSBSD traffic and/or otherwise prioritize other internet traffic above that of the MSBSD. D. The proposer will provide Internet service via single mode fiber optic cable. E. The MSBSD prefers service delivery via High Availability (HA) and/or resilient equipment. F. The proposer must be capable of providing a /23 of IPv4 public IP addresses. G. The proposer must be capable of providing a /29 of IPv4 public IP addresses for internet point of presence. H. The proposer must be capable of providing IPv6 addresses and support upon request. I. The proposer shall be responsible for the installation and removal of all vendor equipment, which excludes the MSBSD-owned equipment being retained by the MSBSD. All costs related to such removal at the end of the contract shall be the responsibility of the contractor. J. Complete specifications must be provided with your proposal on all equipment or software offered. K. To provide security against directed denial of service or other directed route based attacks, the service provider will provide blackhole routing, also known as null routing, of any destination IP address within 15 minutes of a request made by MSBSD. L. The service provider will notify MSBSD of any occurrence whereby a data breach or leak may have resulted from any possible misconfiguration, equipment failure, or known compromise on the transport network. M. The MSBSD understands that some of the services requested as part of this Request for Proposal (RFP) may not be eligible for rate subsidization from the Universal Service Fund. It is the MSBSD’s intent to purchase internet services as part of this RFP process whether eligible or not for discount. Proposers shall separate out all cost for determination of eligible or ineligible services and furnish supporting cost information for all components of the services. All costs, eligible or ineligible, should be recorded appropriately on Attachment C: Cost Proposal.
