The City has the following priorities for the engagement software. All submitted proposals must address and include the following items, with any additional actions that will add to the implementation and management of this tool. Minimum Mandatory Requirements The City requires the following items to be met for the Offeror to be considered. An engagement software which fully complies to the following standards: Use .gov top-level domain: Utah Code Section 63D-2-105 Web Content Accessibility Guidelines (WCAG) level 2.1 AA or higher Record retention compliant: Utah Code Chapter 63G-2 (GRAMA) Generative Artificial Intelligence, if offered, which complies with the City’s Gen AI Usage Policy. Proof the engagement software’s abilities to integrate with or work alongside Salesforce. Desired Software Capabilities and Offeror Expectations The City is looking for a digital civic engagement software with the following capabilities: Positive Internal User Experience The software offers a hierarchy of access control levels with various user roles and permission levels. The software is simple and intuitive to use by creators. The software offers a variety of integrated tools aimed at collecting feedback from external users. The software supports multiple project pages, open surveys, etc. at any given time. The software offers templates but also allows for public facing pages to be customized. The software offers users the opportunity to easily notify followers of project updates. The software is responsive to various digital forms, such as tablets, smartphones, desktops, etc. for public users without requiring backend users to make multiple versions of project content to accommodate for the different formats. Positive Public User Experience The software is simple and intuitive to use by public users with varying abilities. The software creates and retain user profiles while still allowing for anonymous users. The software allows for project pages to be organized neatly and in a way that is aesthetically pleasing. The software allows for projects to be categorized in ways that make them highly searchable and easy to organize.
