4.1 Provide all services in a linguistically and culturally appropriate manner to accomplish ADE’s mission: “The Arizona Department of Education is a service organization committed to raising academic outcomes and empowering parents.” 4.2 Design and conduct a K-12 mental health telehealth pilot program that serves individuals outside Maricopa and Pima counties (unless data is provided to justify rural or remote status with limited access to resources.). 4.2.1 Select the LEAs and ESAs to participate in the Pilot Program. 4.2.2 Partner and collaborate with Pilot Program LEAs and ESAs in the provision of telehealth mental health services. 4.2.3 Plan how telehealth mental health services will be physically set up within LEAs and ESAs who join the Pilot Program and set up the telehealth mental health services according to that plan. 4.2.4 Develop a plan to support the pilot LEAs and ESAs in sustaining telehealth mental health services beyond the project period. 4.2.5 Set up a HIPAA/FERPA compliant environment within school districts for the provision of telehealth mental health services that is sustained beyond the Pilot Program (i.e. equipment, sound proofing, room/space modifications, etc.) 4.2.5 Support school districts to form a formal partnership(s) with at least one Arizona Health Care Cost Containment System (AHCCCS) registered provider. 4.2.6 Collect student data around screening, referrals, and accessing telehealth mental health services and assess program implementation and quality of services with key stakeholders. 4.2.7 Analyze student data around screening, referrals, and accessing telehealth mental health services and assess program implementation and quality of services with key stakeholders. 4.2.8 Assess and synthesize data, report findings, and give recommendations to the Arizona Department of Education at the midway and final stages of the telehealth mental health pilot program. 4.2.9 Provide technical assistance to pilot district(s) to develop, formalize through written procedures, and operationalize a school mental health referral policy and pathway that is forward facing and accessible for parents, students, and staff on the district website.
