The debris caps must (be): A. Designed to fit concrete, clay, steel, and PVC piping with nominal 8" internal diameter (ID). B. Prevent debris from passing around the cap and down into the valve housing. C. Held in place by a mechanism that will not damage the housing. D. Able to withstand without slippage, a minimum vertical force of 50 pounds of a load rate of 1 inch/minute. E. Manufactured of corrosive resistant materials. F. Allow installation close under the cast iron cover, without interfering with cover operation. G. Capable of securely holding a standard locating coil, "Scotch Mark" 4 disk marker by 3M or equal. H. Constructed to allow the device to be secured by a lock. The lock (pad, barrel, etc.) will be supplied by the City. I. Have a handle and/or cap body of the cap which will be integrally colored (blue, white, and red). The colors shall conform to the Arizona 811 locating services (formerly Arizona Blue Stake) utility marking colors.
