Project Management and Quality Control – Proposers should demonstrate their ability to manage the project and provide information regarding processes and tools that will be used to ensure project completion on schedule and within budget. Quality control staff and procedures should be identified to ensure technically accurate and complete deliverables. b. Draft Facility Plan – Proposers should identify how they will work with the District to develop a draft facility plan. Firms should demonstrate a history of successful planning documents specific to the region. Some of the items that will be included in the plan, and which proposers should emphasize in proposals, include the following items: a. Planning Area Characteristics and Loads – Proposers should demonstrate their ability to research the sewer basin to gain an understanding of area characteristics. Flows and loads will need to be calculated and projected through the planning horizon. b. Permitting and Regulatory Considerations – Proposers should describe their approach to identifying necessary permitting and complying with existing and future regulations. This is not exclusive to an assessment of the current NPDES permit and limits, but also an evaluation of likely future regulations. Experience with DEQ permitting is preferred. c.
