III. SCOPE OF WORK/SPECIFICATIONS INTENT The South Carolina Law Enforcement Division (SLED) is seeking contractors capable of providing helicopter maintenance services as per the attached specifications. SLED HELICOPTERS COVERED 1987 McDonnell Douglas MD 500E (FAA# N502SL) 2014 McDonnell Douglas MD 500E (FAA# N504SL) 2009 Bell 407 (FAA# N500SC) 2023 Bell 412 EPX (FAA# N600SC) SPECIFICATIONS The quantities listed for Line Items 1-9 of the Bidding Schedule are estimated requirements during the contract (1 Year). SLED estimates, but does not guarantee, the volume of purchases under this contract. Contractor shall provide firm, fixed pricing (including all labor and parts) for these Line Items. Contractor shall provide hourly labor rate and parts discount % for services and/or repairs that are not associated with the inspections/services on Line Items 1-9. These rates shall be provided on Line Items 10 and 11 of the Bidding Schedule. For any repairs/services falling under this section, contractor shall provide a firm fixed quote, prior to any work being performed, based on the labor and parts discount rates and the contractor’s assessment of the repairs/services required. All services shall be provided per aircraft manufacturer service bulletins and maintenance instructions. Contractor shall be capable of providing the services listed for Line Items 1-9 of the Bidding Schedule within 14 days of notification by SLED, and the services shall be completed within 5 days from the date the aircraft is delivered to the contractor’s repair facility. For any additional services/repairs deemed necessary, contractor shall provide a firm fixed quote, based on the labor and parts discount rates provided for Lines Items 10 and 11 of the Bidding Schedule, and a delivery schedule will be agreed upon between the contractor and SLED. Services for the MD 500E and Bell 407 helicopters shall be provided at the contractor’s facility, which must be no more than 50 nautical miles from SLED Heliport (2SC6). Aircraft will be delivered to and picked from the contractor’s facility by SLED. Services for the Bell 412 EPX shall be provided at the SLED Heliport (2SC6), and pricing for these line items must include any associated travel expenses. CONTRACTOR REQUIREMENTS Contractor must be a certified FAA repair facility. Contractor must have factory trained technicians on staff for all aircraft makes and models listed. During the term of the contract, contractor shall comply with all applicable provisions of laws, codes, ordinances, rules, and regulations, including all applicable federal aviation regulations. In addition to applicable federal aviation regulations and directives, aircraft must be maintained and repaired in accordance with aircraft manufacturer service bulletins and maintenance instructions. Contractor must maintain all aircraft records in accordance with FAR 43.11. Contractor’s repair facility, where services under this contract will be provided, must be no more than 50 nautical miles from SLED Heliport (2SC6)
