provide strategic communication consulting services. Responses to this RFP should demonstrate the firm’s competency, qualifications, and experience to provide the University with all aspects of communication plans. The scope of this RFP is considered as two parts. First, the selected firm will work with the University stakeholders to develop a strategic communications approach, review the existing communications crisis plan, identify any gaps, and work to update and revise the plan accordingly. Second, the Proposer shall also provide general communication and crisis support on an as needed basis. Proposers must have an in-depth understanding of the purpose and goals of a higher education institution such as WVU including other flagship, land-grant, and research universities. Firms must also have full market knowledge and understand the challenges and complexities in developing communication plans, effectively managing crises, issue preparedness, as well as well as aligning with the brand and culture of WVU. The successful Proposer will be expected to assist and advise the University stakeholders in all matters pertaining to communications support on as needed, situational, or ad hoc basis. The Proposer shall deliver the following scope of services in providing a thorough communications plan assessment and development including, but not limited to: • Consult with the University stakeholders to gain an understanding of the needs of the University’s crisis management system • Review existing communications plan and crisis communications manual and processes • Identify and address any gaps in the current communication strategy • Recommend revisions to the current policy to gain strength in critical communication process • Develop a comprehensive communications strategy including but not limited to revision of the existing plan and processes • Assist in the management of media relationships in critical scenarios • Present the information to the University in a timely manner and in an agreed upon schedule. This may include a written report as well as a formal presentation • Provide other customary and/or necessary services the University may require in connection with the strategic communications consulting services • Maintain general communication and crisis support on an as needed basis under a contractual rate card or retainer structure
