Pursuant to this Invitation to Bid (“Invitation to Bid” or “ITB”), the State of Florida Department of Transportation, Florida’s Turnpike Enterprise (“Department”), requests written Bids from qualified Bidders to establish one or more Contracts for the provision of state and federal freshwater herbaceous and forested wetland mitigation functional credits to offset approximately 3.5 acres of impact to state and federal qualifying freshwater herbaceous and forested wetlands for FDOT, projects within the South Florida Water Management District (SFWMD) New River Cumulative Impact Regulatory Basin and the USGS Florida Southeast Coast HUC8 #03090206 and Everglades HUC8 # 03090202. The Department intends to purchase state and federal freshwater herbaceous and forested wetland mitigation functional credits from the lowest Bidder or lowest combination of Bidders to meet the needs of the project. The Department will purchase mitigation credits from the Bidder(s) that provides the lowest cost for the overall mitigation needs of the project. If the lowest Bidder cannot meet the entire mitigation need for the project, the Department may purchase the remaining mitigation credits from additional qualified Bidders to fulfill the total project need. If a Bidder elects to Bid on all mitigation assessment method categories, the Department will use the Bid price associated with the project needs that will produce the lowest purchase price. For each subsequent purchase, the Department reserves the right to purchase available credits from the lowest Bidder and proceed in order of price per credit to determine the best value for the state.
