Project Description The City of Baker City is conducting a selection process to invite qualified consultants/consultant firms to submit proposals for contracted services to provide the City of Baker City with: 1. A technical analysis and code amendments related to clear and objective standards. 2. Updating code requirements that may stymie housing production and providing incentives for specific types of housing as identified in Baker City’s Housing Production Strategy. 3. Producing middle housing code amendments in compliance with statute (ORS 197A.420) and administrative rule (OAR Chapter 660, Division 046) 4. Approximately 5 different Help Sheets that are 2-5 pages in length, and cover topics such as steps to developing an ADU, dwelling options available in the residential zone and considerations for each, steps for developing other types of dwellings, etc. The City anticipates that a full complement of professional services be provided by the consultant selected for this project. These services include, but are not limited to, those outlined below: Development of the following products: 1. Approximately 5 different Help Sheets that are 2-5 pages in length, and cover topics such as steps to developing an ADU, dwelling options available in the residential zone and considerations for each, steps for developing other types of dwellings, etc. 2. Three meetings with a Housing Advisory Committee developed by the mayor, including a project kickoff, Code Audit and Code Concepts, and Draft Code Update Review. 3. Participation in four public meetings to describe the findings and proposed changes to the Public, Planning Commission, and/or City Council. 4. Adoption-ready amendments to the Goal 10 housing section of the Baker City Comprehensive Plan, and the Baker City Development Code.
