1. Conduct initial property inspection to document Massachusetts building and sanitary code violations and other substandard or deficient conditions. 2. Documentation of such conditions via written report and photographs, digitized photographs or videotape as appropriate. 3. Preparation of work specifications (i.e. scope of services for contractors) for rehab projects based upon inspection report and incorporating therein any lead/asbestos abatement per risk assessment, historic standards, etc. as may be applicable. 4. Development of cost estimate based upon eligible work specifications. 5. Obtaining property owner’s approval of work specifications and authorization to release the project for bidding. 6. Attendance at and conduct of pre-bid showing of property as may be required by the Program Manager. 7. Preparation of addendum to work specifications if necessary. 8. Review of bids received in collaboration with Program staff prior to award of bid. 9. Attendance at pre-construction meeting and contract signing with contractor, property owner and Program Manager if required. 10. Assist Program staff in documenting contractors’ compliance with required permits, lien waivers and any occupancy or compliance certifications.
