- Consultant will provide strategic communications counsel and support to facilitate public dialogue and discussion to help the city educate voters about the need for a municipal operating referendum. - Consultant will provide strategic communications counsel and support to facilitate public dialogue and discussion to receive public input on the development of the options assessment from relevant stakeholders including but not limited to residents and community partners such as the school district and non-profit organizations. This would result in the development of an options assessment with a tiered approach on the city's cost-to-continue budget and potential additions proposed by the public such as additional staffing and/or programming. - Following public engagement, consultant will work with staff to complete an options assessment to include but not limited to: review of existing materials, data points, and presentations; identification of potential options to solve existing challenges; development of key messages, FAQs, fact sheets, talking points for rollout; draft press release, website language, social media posts to announce options assessment; presentation of options assessment to City Council; and distribution of options assessment rollout materials to public and media.
