a) High level grant management system architecture i) Describe how data, agencies, and users are managed within the grant management system. b) System server and software solutions i) Grant management system software capabilities. ii) Electronic signature and software capabilities. iii) Server locations, security controls, and access options. iv) Options for external user registration, and internal user management, permissions, system level of access etc. SSO with Microsoft is strongly desired. v) Options to create agencies within system – that have the ability to have complex relationships with other agencies (i.e. the STIF Plan by a Qualified Entity which allows their PTSPs (Public Service Transportation Providers) to report on their STIF Plan progress. Ability to associate certain qualities required by ODOT’s financial system of record TEAMS with agencies and have those qualities cascade in payment request documents, among others. vi) Other functions or features provided by the grant management system not requested above. c) Grant application lifecycle solution options. i) Capabilities grant solicitations and application forms. ii) Capabilities of the grant application forms and level of access to make changes in house iii) Capabilities and process for a discretionary review process built into the grant management system iv) Ability to create projects outside the solicitation/application cycle. v) Process for moving approved projects into a grant agreement. • Ability to program multiple funding years to a single project, • Ability to program unique funding by independent Activity Line Item • Fields for Milestone Delivery Dates collected in the application • Ability to prohibit projects that will require Catagorical Exclusion certification allowing reimbursement request against until PTD staff verifies that has been completed.
