A. The Contractor shall create an online application for families to submit information and documentation to determine student program eligibility based on collaboration with ADE and ADE’s preferred workflow of application review (see Attachment B: Application Process). B. The application must be available in both English and Spanish. It is preferable that additional languages be offered as well. C. The Contractor shall accommodate alternative application submissions (such as via email or mail) and/or support strategies to expand access for families with limited access to and proficiency with technology. D. The system must allow for vendors, service providers, and private schools to apply for the program using eligible criteria. E. The system must be able to either: 1. Determine student eligibility and the award amount by application of the eligibility criteria in the LEARNS Act. This must include a process by which an authorized user may review and override the system’s eligibility determination, if necessary; or 2. Enable the reviewer the ability to determine if a student is eligible, along with the corresponding award amount, according to the eligibility criteria in the LEARNS Act or as otherwise prescribed by ADE. F. The system must be able to review documentation and/or information and incorporate government data to confirm eligibility.
