2.11. All VICs are required to have a similar appearance and must be easily identifiable as an official State of Illinois VIC. Brochure racks must be organized by region (Chicago & Beyond; Land of Lincoln; Great Rivers Country and Trails to Adventure) to ensure quick access for consumers. Maintaining the integrity of the center will be a necessity. Themes and components of DCEO’s tourism advertising brand must be incorporated into any display, banners, signage, etc., at the VICs. The Highway VIC facilities are operated by the IDOT within official interstate rest areas. IDOT maintains the buildings and grounds of the Highway VICs statewide. IDOT is also responsible for the payment of utilities, with the exception of telecommunications charges and internet charges. IDOT will also provide maintenance, and other costs affiliated with daily operation, i.e., cleaning, grounds keeping, and repairs. 1.2.12. Banners, Kiosks and Indoor Signs - The VIC banner and signage program, established at the VIC Highway locations, includes exterior banners that display a welcome message (i.e. “Welcome to Illinois”). The production of all banners, including design, installation and maintenance costs, including periodic replacement of outdated or worn materials are responsibility of the vendor. Specifically, the vendor is responsible for all costs and duties for providing four banners at each VIC location.
