• Perform services necessary to market insurance coverage as an agent of, and in the best interest of, the City of Douglas. • Present the results of any marketing efforts to the Human Resources Manager and an evaluation and selection team annually. • Upon direction from the Human Resources Manager and the evaluation and selection team, negotiate with underwriters and representatives of various carriers to obtain best pricing for the coverage chosen by the city and to finalize contract negotiations as approved. • Ensure that all contracts, plan documents and summary plan descriptions are produced and executed in a timely manner. Review and advise the city to whether the contract meets the terms negotiated. • Prepare or assist human resources staff in preparation of benefits communication documents, open enrollment materials, plan documents or amendments to plan documents, summary plan descriptions, reports and other documentation as required. • Assist in coordination of wellness or benefits fairs, and provide additional meetings with employees, staff, or City Council as requested. • Provide telephone/email consultation with human resources staff members and liaison services between City employees and insurance carriers as needed. • Review existing programs and identification of recommendations for changes in plan provisions, alternative delivery systems, funding alternatives, premium cost-sharing and other areas, as appropriate. • Provide advice to the city on opportunities, implications and cost saving measures that could be possible with new health plan options. • Assist with implementation of new plans and vendors by reviewing service agreements, contracts and final rates. • Provide a project management plan to accomplish adopted recommendations, with specific steps and timelines to follow along with a discussion of alternatives that includes advantages and disadvantages of the identified alternatives. • Advise city staff on new developments in public sector health benefit issues, trends and opportunities for improvements, specifically for a border community. • Assist the city with development of low-cost or no-cost wellness initiatives or assist in identifying and integrating existing wellness tools and programs with overall benefits strategy. • Assist with developing surveys and gathering information from focus groups to identify opportunities for program changes that best meet the needs of city employees. • Provide quarterly and annual benefits utilization and status reports to the Human Resources Manager. • Review current group health and welfare benefit plan offerings to ensure compliance with State and Federal laws governing insurance. • Provide ongoing advice and insight related to best practices that should be considered to stay in compliance with all State and Federal laws governing insurance. • When necessary, prepare RFP’s for selection of carrier(s) and/or administrator(s) for group health and welfare benefit plans. • Other services related to the City of Douglas’ benefit programs as requested (such as the consideration of a Mexican Network).
