The purpose of this Request for Proposal (RFP) is to provide Compensation and Classification of Wage Structure to WIHCC. WIHCC is seeking proposals from qualified consultants to conduct a full market analysis addressing recruiting, retention, internal equity, and total compensation. The Classification of Wage Structure should consider the unique challenges of a rural healthcare facility and provide strategies for maintaining a competitive and fair compensation structure. Key objectives include: 1. Conduct internal pay compression analysis of all positions. Determine the need for a new compensation and classification system or recommend improvements to the current system based on results from the market analysis that meets the requirements of the law, recognizes tenure, assures internal equity and external competitiveness, has the ability to be coordinated with current labor agreements (Navajo Preference in Employment Act), and incorporates the market conditions identified in the study. 2. Analyze and recommend improvements to the COLA implementation process 3. Review retention and recruitment incentives for competitiveness and internal fairness to ensure WIHCC is externally competitive for specialized positions, leadership roles, and hard to fill positions. 4. Perform a desk audit or review of position descriptions based on current organizational chart 5. Consider rural‐specific factorsin compensation strategy and how the market rates for similar jobs in the relevant market will be identified. Collect and analyze employee survey on total compensations and include an action plan that specifies how the analysis will be conducted: how input and involvement of staff will occur, whatsteps will be taken to ensure objectivity and impartiality, and how the market rates for similar jobs in the relevant market will be identified.
